If China is strong, will it not import from abroad?
Some foreign media expressed concern that the "Made in China 2025" is to let Chinese technology replace foreign technology in high-end industries, let Chinese manufacturing replace foreign manufacturing, and improve the competitiveness of Chinese high-tech companies on a global scale.
Why do you want to develop your own core technology in high-end industries? Is it really to replace foreign technology? In response to these questions, the reporter interviewed government officials and industry experts.
Impossible to replace all foreign manufacturing
"Some foreign media believe that" Made in China 2025 "is to carry out import substitution. This is misunderstood and misunderstood." Li Beiguang, deputy director of the Planning Department of the Ministry of Industry and Information Technology, said in an interview with a reporter from the Economic Daily that my country is still a developing country and has a great demand for advanced technologies and products. The formulation and implementation of the "Made in China 2025" aims to accelerate the transformation of China's industry. Upgrading, carrying out independent innovation and developing high-end manufacturing are also to meet the needs of my country's economic development, improving people's livelihood, and ensuring national security.
In response to the voice of foreign media that "Chinese technology should replace foreign technology", Xu Zhaoyuan, a researcher at the Industrial Economic Research Department of the Development Research Center of the State Council, analyzed that "made in China 2025" mainly emphasizes the development of high-end manufacturing industry, and the target of this strategic goal is the United States, Japan and Germany, which are mainly developed countries with high added value and high-end industries, therefore, some foreign media will claim that China is to replace foreign manufacturing in high-end industries.
"Foreign media are a bit overworried. It is impossible for any country to monopolize or replace all high-tech industries." Xu Zhaoyuan said that from the experience of the world's major developed countries, post-developed countries generally have to follow the path of industrial upgrading and continuously expanding the proportion of high-end industries, and this process has not had a significant impact on the world manufacturing structure. For example, Japan, South Korea and Germany did not completely replace American manufacturing in the process of catching up and rising in manufacturing.
In other words, the implementation of the "Made in China 2025" will definitely promote further technological breakthroughs in some industries, develop China's own high-end technology, and will also have certain competition for high-end industries in other countries, but each country has its own advantageous industries. It is impossible for any country's manufacturing industry to completely replace foreign manufacturing.
Since the beginning of this year, some international organizations such as the Mercator China Research Center in Germany, the European Union Chamber of Commerce in China, and the American Chamber of Commerce have published research reports on "Made in China 2025. In this regard, Li Beiguang stressed that the relevant development indicators of "made in China 2025", such as the domestic market share of relevant industries mentioned in the report, are all based on the research report prepared by the strategic advisory committee of manufacturing power, which is predictive and mainly plays a guiding role. Moreover, the Strategic Advisory Committee is a research and consulting organization composed of experts, scholars, and corporate executives. When issuing the roadmap, it has stated that the above indicators are predictive, not binding, and not government behavior.
Won't bring unfairness
After the release of "Made in China 2025", there is also a saying that China will increase investment in domestic companies and bring unfairness to foreign companies. In this regard, Li Beiguang said frankly that since the implementation of the "Made in China 2025" for more than two years, domestic and foreign enterprises have been adopting the same standards and treating them equally. In January 2017, the State Council issued a notice that foreign-invested enterprises and domestic enterprises are equally applicable to the strategic policies and measures of the "Made in China 2025.
For example, in the establishment of a manufacturing innovation center, the National Power Battery Innovation Center and the University of Western Ontario in Canada have jointly established a joint laboratory, and the National Additive Manufacturing Innovation Alliance has three overseas member units. In terms of intelligent manufacturing, Nantong COSCO Kawasaki Shipbuilding Engineering Co., Ltd.'s "Pilot Demonstration of Intelligent Workshop for Shipbuilding" is listed as an intelligent manufacturing pilot demonstration project.
Li Beiguang added that the C919 is a model of cooperation between Chinese and foreign enterprises. Its engines, avionics and flight control systems come from a number of European and American joint ventures or wholly-owned companies, including General Electric and Honeywell. Among them, there are more than a dozen international enterprises in the first-tier suppliers, and hundreds of secondary and tertiary suppliers.
"There are misunderstandings, subjective assumptions and deliberate misinterpretations of the view that only support local enterprises and bring pressure to foreign-funded enterprises." Qiao Biao, director of the Planning Research Institute of Sadie think tank, analyzed that on the surface, this is a concern for the development strategy of China's manufacturing industry. In essence, it is to use the hegemony of international discourse to exert pressure on the development of China's manufacturing industry, even provoke the dissatisfaction of foreign-funded enterprises, and reduce the attractiveness of the development environment of China's manufacturing industry. Further analysis shows that the European and American countries' doubts about "Made in China 2025" are mainly worried that the rise of my country's high-end manufacturing industry will seize the international market.
It should be noted that at present, many high technologies and their products in developed countries impose strict restrictions and export embargoes on China. "The core technology is controlled by people is the crux of China's manufacturing industry is large but not strong." Qiao Biao believes that if we do not solve this problem, not only will the transformation and upgrading of traditional industries become empty talk, but the development of strategic emerging industries will also lack a foundation, and the starting point of "Made in China 2025" is to rely on independent innovation to solve the shortcomings of our development. The problem is to meet the escalating domestic market demand for products.
Will bring huge business opportunities to the Chinese and foreign markets
Qiao Biao said frankly that it is beyond reproach that any country is willing to improve the quality and level of its own equipment, but to improve the quality and level of its own equipment behind closed doors under the conditions of globalization is tantamount to building a car behind closed doors, which cannot achieve its due purpose.
"China is actively promoting 'made in China 2025 ', providing broad market opportunities and cooperation prospects for enterprises from all over the world." Li Beiguang said that after the release of the "Made in China 2025", China has carried out active exchanges and cooperation with some countries. For example, the "Made in China 2025" and the German "Industrial 4.0" have established a cooperation mechanism and achieved positive results.
However, due to cost and other reasons, the advantages and focus of developed countries in Europe and the United States are mainly in the field of high-end manufacturing, and the development of China's manufacturing industry from the middle and low end to the middle and high end still needs a process. Li Beiguang revealed that in the coming period, my country will continue to maintain a complementary relationship with manufacturing powers such as the United States and Japan, and the global industrial division of labor and competition that have been formed will hardly change subversively in the short term.
To be sure, the Chinese market has improved its own level in the pursuit of product quality and equipment improvement, which will inevitably promote the expansion of the world market. Qiao Biao analyzed that, on the one hand, the implementation of "Made in China 2025" will bring huge market opportunities to Chinese and foreign companies. If Chinese enterprises want to improve the quality of product manufacturing, they must improve the level of technology and equipment. In this process of improvement, they need to cooperate with developed countries, and more foreign equipment manufacturing products and technologies will enter the Chinese market.
On the other hand, with the implementation of the "Made in China 2025", more Chinese and foreign companies will strengthen cooperation in the field of equipment technology. China is the world's largest consumer market and the largest advanced technology application market. If foreign equipment wants to enter the Chinese market, products must be localized. For example, GM in the United States now accounts for 17% of the market share in China. It has been transformed according to China's road conditions and climatic conditions, and its market share has been continuously expanded.
Li Beiguang said that the release and implementation of the "Made in China 2025" is by no means "not buying foreign products" or "replacing foreign manufacturing". On the contrary, in the process of implementing the "Made in China 2025", China will always adhere to the concept of open development and win-win cooperation, cooperate with more foreign companies, and create a good environment for practical cooperation between companies.
